You're not imagining it. Most manufacturers have lowered their maximum volume so that people can't sue them for damage to their hearing. Of course this makes it a bit awkward if you need to listen to music in a noisy environment, but I'd say that a better set of headphones is the best solution. If ...

I got a new MP3 player for my birthday. Only a cheapo one, but, that's all I need...you don't really need top quality on the bus.
